usually what happens in these cases is that the car hits a specially designed barrier which is supposed to stop cars getting under the truck.
unfortunately this barrier is outdated to most car heights these days and the barrier tends to be just high enough to cleanly decapitate the motorist behind. I myself have tried to save someone from a wrecked car involved in a similar accident but the motorists head was gone, it was found later in
a ditch near the crash site. Police do a good job.
