We stopped making nukes at the end of the cold war. Aside from GWB's ridiculoous plan to swap them all out for new ones, we havn't made new ones since...and russia would have it's own reasons to use them if we ever did and visa verse, which is why we most likely wont ever use one to attack a country because it would be the end of civilization everywhere from nuclear fallout.
