You are right that the "Mr Bojangles" wasn't Bill Robinson; but the character wasn't fantasy. According to interviews with the author, the song was based on someone who Jerry Jeff Walker shared a jail cell with once, who was called by his fellow cellmates Bojangles, a nickname he probably had been given because he danced.
