the main promblem I have is liftoff I can take off the water but it crashes later on the 2nd main problem is that the plane keeps on trying to go down

I did have vice city for PS2 but then i bought an Xbox 360 and haven't played it since. But i am definitely going to get this for Xbox because i enjoyed this game more than i did for San Andreas! Brilliant Game!

It's a prop basically for the studio sets. It's just like a Hollywood set. Props would be like a fake knife in a video. In this case, it's a UFO probably for some movie. Hope this clears things up!
