I recall when this was "big." The reason it didn't take off is that people's arms got tired. They got sick of having to reach up to the screen all the time. The mouse turned out to be a far superior mechanism for basic actions.
PC-based touch screen monitors are going to have the same problems today. Surface-based computing, however, is a different story.
