when you read the lyrics you understand, I think Jessica is right. It seems that Billy (his friend) met Robert and wanted to have a drink with him and talk a while. But Robert didn't have the time and that night ended up to be the last time they saw each other, cause Billy died or killed himself later, I don't know. That's why Robert feels so sorry, as we can see it in the last verses.
