nope, its been confirmed that they arent. Many people think that they are because of thier flirtyness at the concerts, but all of that is scripted. They do that at every show, at the same song, and at the same tikme. Its not like miley would kiss nicks cheek EVERY single concert, even if they were going out. They are really close friends, and thats it. All the mags think that they make a cute couple though
