I think the transformation is accountable to several factors. I have no proof of course, but I believe it is a combination of blackmail, financial enrichment, and a lust of power. I think someone's got the goods on Cheney and has threatened to expose him. Something suficiently significant that were it revealed would completely ruin his reputation and perhaps be criminally punishable. That this now coincides with advancing his personal power and enrichment is the sugar to swallow a bitter a pill.

What concerns me is that they thought far enough ahead to consider that. Sure Bush elder didn't do it, but you can't say they didn't think about it. And also consider that Cheney was not the man in control, he was speaking for the elder Bush. Even though Bush Jr is Cheney's puppet now, he certainly wasn't George I's puppet.
