bernard sumner confirmed the suspiscion the song is about jfk.
jfk, a catholic, was unable to divorce, but rumour has it he wished to leave his wife for marilyn monroe. in the song, he hires a hitman to kill his existing wife (jackie kennedy), and the lyrics are from her point of view.
although sumner exagerates the theme for effect, he also acknowledges "there are too many ways..." to kill - i.e. the murder (which goes wrong when jfk himself is killed) is a metaphor for the whole situation
