Even if Arpanet was both American and first of its kind the ideas and the research was very international. It's not like the US developed the internet while the rest of the world was languishing in the dark ages. ARPA itself was created by the US government solely to provide the US with the ability to cope with Soviet technological advance. So one can argue that Arpanet was first due to good access to funding.
Linux, by the way, is not American. It was created by Linus Torvalds from Finland.
