no, everyone at the olympics must lip synch, that way people who organize the event try to reduce the probabilities of some mistake. Bjork normally refuses to sing playback (she has only done it three times in her whole career!), but this was a great honor, and it wasn't just about a performance, she also had to write a song especially for it, so she accepted to do it.
