No it isn't, this is 100% 5th Gear. You can even see the top corner of the screen it is channel 5 and Top Gear is owned by BBC and has never been on Channel 5. It def isn't before Jeremy as he started Top Gear in 1988 and channel 5 didn't even exist then. 5th Gear started in 2002. This is 5th Gear, do some research.
