if you take away the guitars from "evil" you have the quintessence of a joy division song. it's not only the voice that's similar, it's song structure, melody, mood, just everything that I don't even know the name of. interpol just gave it a poppier edge. listen to the songs "transmission", "shadowplay" or "she's lost control" by joy division to get what i mean ...
