This song is about happiness and 'feeling good'. The dark and eerie building and the people in it are a metaphor for what people think makes them happy (e.g. money), but then the chorus switches back to the little island with the windmill on it, with the sun shining on the land, which is a representation of what really makes us happy. The helicopters are just the people who chase happiness but never find it.
