at 01:48 the Joker says:
"This city deserves a better class of criminals, and I'm gonna give it to them"
Now I'm not sure but it seems that the Joker is the reason Harvey becomes Two face.
And then at 01:54 somebody (Joker?) is pouring out somekind of fluid and Harvey Dent is being hold down with his face two the grownd ON THE FLUID!!!!! :)

Just as much, if you wanted to play with quotes, the Joker could be talking to Crane when he says, "You changed things... forever, there's no going back. See to them, your just a freak like me." But I doubt that'd be the case since the audio in the scene is accompanied by noises that sound like hands sliding on a desk.

The part where he says, "You either die a hero, or live long enough to see yourself become the villain."? If so, yeah that was obvious foreshadowing, considering Two-Face is only-morally half evil. That quote is supposed to allude to half of him being scared, so he considers himself half dead... which when you look back at that quote, is how he ends up. His scared half could be considered to part that that died a hero, and the normal side is the villain now seeking vengeance.
