No, creativity doesn't develop from scratch. Weed is just a way to bring what creativity that was already there out. You don't need weed to find it.

I think that some equipment is necessary, esp. for creativity. Look at how much gear you used. You might think "everybody has this gear nowadays", but that's not true. Also... creativity depends on adequate equipment and the skills to use it. Imagination is unbounded, but imagination without creativity is just daydreaming.

Yes, but that would be imagining it, not creating it. Being creative involves changing the shared world, rather than just you internal, imaginary nation.

well when you think about it if someone achieves something using just basic items that would usually be overlooked for that specific use then that would be more creative than using technological equipment to achieve the same effect. I guess it all depends on the persons perception of the term "creativity" to what it means.
