Is it possible just to print out the image on the heat transfer paper with a regular ink jet and then apply it on the shirt with a heat transfer and if yes how is the quality; or do I have to use the vinyl cutter?

yes, if you go to office supplies or specialty paper stores you can find "light" or "dark" fabric transfer paper, you can use normal ink-jet printer then iron it with a normal household iron over it. just cut it with normal scissors and that will do the trick. its not necessary to use a heat press with those. the quality is actually pretty good, of course it wont match a screen printed t-shirt.
