Well, Portion Control were a big influence on Skinny Puppy and I think Nocturnal Emissions were as well. As to when Skinny Puppy formed I've read 1982, and before that Cevin Key was in a band called Images In Vogue.

Dude, I saw Skinny Puppy in 1988 (Vivisect VI tour) and some band opened up for them. It was Nine Inch Nails. All my friends and I could say the next day was that NIN sucked (never heard of them before). Shows you what we knew.

Chrome and Severed Heads were probably the closest precursors. (Speaking of which, I wish I knew what happened to my old Dig It/Bigot t-shirt...) Early Human League, SPK, Sleep Chamber and Clock DVA too. Edward Ka-spel/Legendary Pink Dots were a big influence on SP, although their sound was always more eclectic than Industrial.
