man cloud realy has taken bad care of the original buster sword angeal rarely used it as he didnt want it rusty now its rusty covered in moss and out in the rain and any random could come by and nick it

That's the exact spot that Zack died in, so it's there as a gravemarker/memorial.

but zack gave cloud the sword as a symbol like zack said that his dreams and honors were clouds now and gave his the buster sword and putting it outside wasnt realy a good idea

Well, Cloud put the buster sword to use in FFVII. But then he got a new sword, so what else would have made sense for him to do with Zacks? I think Zack would have liked the sentimentality of what he did with the sword.
