| Nemesis was developed to go after S.T.A.R.S members only. Leon and Claire weren't members and they both escaped the city through different paths than Jill so there wouldn't be any real reason they would encounter Nemesis. Jill's story was mainly in the city then the clock tower then the lab. Leon and Claire's was mainly in the police station then sewers then different part of lab. |
